Civil Secretariat Allowance Increase 100% in 2022
According to the 24NewsHD TV program me, Punjab Chief Minister Pervaiz Elahi has kept doling out perks from the federal coffers to the provincial government.

In continuation of Finance departments No. FD.PR.2-122009 dated 26.05.2018 & 22.07.2022 and in pursuance of the approval of the Provincial Cabinet. So, the Governor of Punjab is pleased to enhance the rates of Civil Secretariat Allowance from 50% to 100% of monthly basic pay of Basic Pay Scales 2022 w.e.f. 01.01.2023. However, this is a facility for the employees of Punjab Civil Secretariat departments, the Governors House/ Secretariat, and the Chief Minister’s Office.
Above all, these employees are drawing their pay from the payroll of the Civil Secretariat Departments, the Governor’s House / Secretariat, and the Chief Minister’s Office. Therefore, Officers who are drawing Executive Allowance granted vide notification no. FD.PR.12-7/2018 dated 27-04-2021 and any other notification(s) issued in this regard subsequently will not be entitled to the grant of Civil Secretariat Allowance in light of Notification No. FD.PR.12-712018 dated 29.07.2019 (copy enclosed). The said allowance will not be treated as a pan of emoluments for the calculation of pension/ commutation.
Old Notification 2018:
On May 26, 2018, the Punjabi government’s finance department published a notification about the granting of a 50% civil secretariat allowance on running basic pay. Following is a summary:
So, they have informed that the Governor of Punjab has approved the payment of “Civil Secretariat Allowance” at a rate of 50% on the running Basic Scales 2017 effective January 1, 2018. They have increased the number of employees of the Punjab Civil Secretariat, the Governor’s House/Secretariat, and the Chief Minister’s Office (BS-1 to BS-22). Similarly, as described in the new notification who receive their pay from the payrolls of the Civil Secretariat Department, Governor’s House to calculate pension and commutation, the aforementioned allowance shall not be considered compensation.

The following categories will not be eligible for Civil Secretariat Allowance:
The officers/officials from the Punjab Civil Secretariat Department, the Governor’s House/Secretariat, and the Chief Minister’s Office who are on deputation or have been placed through transfer outside the Secretariat, including attached departments, field formations, and autonomous bodies. Grant of Executive Allowance 2022:
The government of Pakistan has issued a notification regarding the grant of executive allowance on 19-07-2022. Therefore, those employees who are getting the benefit of that executive allowance. So, they will not get a civil secretariat allowance. The government of Punjab Finance has clarified in this above notification.
