The Punjab government has issued a Finance Clarification Special Allowance SA @25%. So, the finance department has written a letter to the AGP on 13-08-2021.
However, the finance secretary is referring to an old letter issued on 05-08-2021. So, there is the same subject of this letter as before. It is about the grant of SA Special Allowance.

In addition, the finance department has examined the case for clarification of SA in the Punjab province. So, the department has clarified under the rule of business 2011. Therefore, the government has mentioned 46 allowances in this letter.
In other words, all employees working in BS-01 to BS-19 and drawing any of these allowances in the letter. Then it has not been allowed to draw special allowance in this regard.
Above all, there was ambiguity in the finance department notification. Therefore, the department has issued this letter. So, they have clarified and provided 48 allowances to reduce this ambiguity. If anyone among the employees of Punjab is drawing one of these allowances. Then he will not draw said allowance.

25% Special Allowance Clarification March 2022
The finance department of Punjab has clarified on 15th March 2022 regarding the 25% special allowance 2021. Therefore, the finance department has submitted to the chief inspector treasuries and accounts in the province.
In addition, they have explained that if employees are receiving equal to or more than 25% of the basic pay scale in 2017. Then the employees are not eligible to draw this special allowance.
