Notification Time Scale Promotion Federal Employees Pakistan has issued on 31-03-2021. So, this office memorandum is F.No. 9(63) R-1/2016-167. Therefore, this office memorandum has issued from the finance division.
However, the subject of this notification is the grant of time scale to the private secretary for federal employees. So, the prime minister has pleased to revise the following terms and conditions:
- After completing 5 years of service in BPS-17, the private secretary will get BPS-18. Similarly, he will get BPS-19 after the completion of 12 years of service in BPS-17. Therefore, the nomenclature will change from private secretary to senior private secretary in BPS-19.
- Before that, the establishment division has issued a notification OM.No. 1/9/80-R-2 dated 02-06-1983. After this time scale promotion, the private secretary will not get the benefit of this mentioned notification.

Finance division’s OM No. 19(55)Legal-II/2010-1055 dated 23-12-2011 shall stand amended to the extent of private secretary.
Now all ministries and divisions will circulate this office memorandum to all required attached departments. Similarly, it is necessary to request for fix pay under new revised conditions. The AGPR will fix pay as per amended conditions.
