Federal Government Rules Amendment Notification has issued on 24th August 2020. This notification is about amendments in rules 15 & 16. So, the notification is F.No.4/3/90-R-2(P-I).
It is about the civil servant’s act 1973 which has amended now. However, the government has taken few steps on 27th February 1998. Further. The Prime minister agrees to amend the civil servants rule No. 15 and 16 now.

Rule 15 Amendment:
It has said only for Islamabad Capital territory ICT. In addition, all employees having a pay scale of 6 to 15 are in this category or an equivalent one. The government will not fill all vacancies of such employees in the region of ICT with the initial appointment. But it is necessary to fill persons less than 50% of ICT domiciled.
In other words, you may take guidelines of rule 14 for this. There are more organizations and offices on which it may apply. All officers can take the help of this notification which has uploaded here on this page.

Rule 16 Amendment:
Similarly, Rule 16 lies in the same category. But it is only for those employees having pay scales 1 to 5 or equivalent. So, for such employees, the government has amended the rule 16 as a rule 15 above.
