The government of the Punjab Services & General Administration Department (Implementation & Coordination Wing) has issued Notification No. SO (I&C-1)1-3412018. So, the govt issued a dated Lahore on the 11th December 2018 regarding the posting and transfer Ban imposed by Chief Minister Punjab in December 2018.

1 The Senior Member. Board of Revenue. Punjab 2 the Additional Chief Secretary, S&GAD 3 the Chairman. Planning & Development Board. Punjab 4. All Administrative Secretaries in the Punjab 5 the Provincial Police Officer. Lenore 6 All Divisional Commissioners in Punjab.
7 All Heads of Attached Departments in the Punjab 8 All Heads of Autonomous Bodies in the Punjab 9 The Registrar, Punjab Service Tribunal, Lahore 10 The Secretary, Punjab Public Service Commission, Lahore 11 The Chairman. Chief Minister's Inspection Team. Lahore 12 All Deputy Commissioners in the Punjab 13 All-District Accounts Officers in Punjab.
A subject BAN ON POSTINGS / TRANSFERS
In addition, directed to refer to the subject above and to state that the Chief Minister, Punjab has imposed a complete ban on all kinds of transfers I postings except against vacant posts with immediate effect. For all further orders, the under-process procedure for postings/transfers in the School Education Department shall continue.
However, in case any posting & transfer is obligatory to be complete on hardship (compassionate) or extreme prior approval on administrative grounds will be sought from the Chief Minister through a summary
2. So, Given the above. I am further directed to request you to follow the above-mentioned directions regarding a ban on posting/transfer in letter & spirit.
